When Shallan meets Hoid at the middlefest, he puts something into his own wine, then swallows it.

 "The newcomer covertly dumped the pouch's contents into his own drink, then raised it to his lips, gulping down the powder. What had it been?"

 

What is this powder? Is it allomantic shavings of some sort?

It is indeed something related to Allomancy. We haven't had it confirmed what metal it was, but most speculation revolves around it being Soothing/Rioting/Seeking.

 

We have this paraphrased WoB strongly supporting Soothing/Rioting, but it's paraphrased:

Also recall Shallan's interaction with Hoid in the novel. During the Middlefest chapter, when she first runs into Hoid in the tree, she looks back to Wikim in the carriage, and sees him doing the math problem she had brought him. 

 

 

He smiled.

Warmth. That warmth she felt, a deep glow, was like the joy she had known before. Long ago. Before everything had gone wrong. Before Mother.

 

Shallan doesn't feel that much joy in any of her flashbacks throughout the novel, if I recall correctly. Given the subtle hints Brandon has offered via the WoB Moogle provided, this scene begins to point towards Hoid flaring her joy as a pick-me-up, given the tone of their conversation.

I certainly wouldn't be surprised if it was Allomantic. Soothing/Rioting is a useful augmentation when trying to talk to people.

Oh, I suppose in theory he could be Compounding something like Feruchemical Connection. Shallan likes Hoid a surprising amount the next time she meets him (to the point of hugging him).

I wouldn't go that far. I don't think Hoid is supposed to have ever gotten any Feruechemical powers. And compounded/flared emotional allomancy while powerful, is hardly subtle. Shallan would have noticed if Hoid had tried something so brazen on her, and it probably would have frightened her.

 

Remember how Breeze described subtle emotional allomancy as augmenting regular methods of persuasion.  Most of Shallan's reaction to Hoid had to do what he said. Any allomantic manipulation was just nudging it along.

That, and i think her affection for him is genuine (I mean, he was absolutely flabbergast when she hugged him)

 

We do know he has access to Feruchemy (somehow) via WoB and he has the Lerasium bead from Mistborn but what I'm not certain of is if he's actually ingested it or is using it to access Allomancy through another method (I recall a WoB saying he still had the bead but I'm uncertain about this. I'll have a root around.)

He is said to use feruchemy to figure out where he needs to go to find important events happening.
