Elantris and TES don't have Ars Arcanums, suggesting whoever's writing it might not have started yet then. So if Warbreaker happens withing 400 Nalthian years of Mistborn, Vasher's research would predate all the Ars Arcanums.

On the other hand, we have to remember that the people on each planet are all speaking different languages, none of which are English. We can't really infer anything with any certainty from their particular word choice.

That may be true to an extent.  But, with that view in mind, we can reasonably view each of the books as a translation into a common language.  I think it would be safer to say that we need to remember that characters are speaking according to their experience and knowledge.  The fact that a character arrives at a particular conclusion through research or experience does not preclude the possibility of them being wrong.  If a character uses the word "cosmere", then we can assume they have heard the universe called this (or the equivalent in their language).  But, their use or understanding of a word or concept does not mean that their understanding is comprehensive.

As a shameless plug for one of my theories, I hash out some ideas about this in my Kaladin feels the Thrill! theory.

I'm in the middle of rereading WoK, and I noticed a repeating side character. In the first chapter, Cenn sees a soldier, "a lanky, red-haired Veden, with darker tan skin than the Alethi. Why was he fighting in an Alethi army?" Then in chapter nine, Kaladin is moping around and sees "Another bridgeman- a youthful Veden with reddish-blond hair- lay nearby, staring up into the spitting sky. Rainwater pooled in the corners of his brown eyes, then ran down his face. He didn't blink." Could be a coincidence, but seems odd. Any ideas?

Red hair is a common racial trait in Vedens. Shallan has it as well, it's how the masterservant in the Conclave knew to speak Veden to her.

I like this; it does seem weird. Do we know of any system that could fit with staring into the sky with no concern for water getting in your eyes?

I honestly wouldn't but too much emphasis on that articular character. Kal was at the time noticing how demoralized the Bridgemen were, and I feel like that one was just particularly despondent.

I get the feeling that there are going to be a lot of Worldhoppers from Scadrial, since not only do they have the most powerful single entity in the Cosmere watching over their planet, but he happens to be personal friends with many people from that planet, and so perhaps he made specific people, most prominently being those from Kelsier's gang, more Cosmere aware, perhaps going so far as to make them all into Mistborn and showing them how to use this to Worldhop.
