That is a complicated question.  Technically it is two, that sometimes act as one.

Were Ruin and Preservation two shards or one?

They were two shards. Harmony is considered a shard, although it’s really two, in the same way that a king of two countries would still be considered a king.

"Harmony" is not considered one of the 16 Shards of Adonalsium.

This is why Rayse is scared of Sazed, and why Sazed is also considered one of the more powerful entities within the Cosmere - he holds two complete Shards, while others, such as Dominion, Devotion, Ruin, Preservation, Honor and Cultivation have been Splintered by Rayse

I'm not sure if you jumbled up what you meant to say at the end, but it's not quite correct.  

 

Dominion, Devotion and Honor have been splintered.  

Ruin and Preservation are held by Sazed and are not Splintered; Cultivation's Shardholder is also still alive and (as far as I know) has not been Splintered.

Thanks so much for all your writing, Way of Kings is the best book I've read in the last decade.

If Sazed were to die, would he drop the shards Ruin and Preservation, or would he drop the shard Harmony?

Excellent question. The shards are now intermingled, and would take effort to split apart. He would drop Harmony. (This is what Odium feared would happen, by the way.)
