Correct, while we know there is a Kandra on Roshar somewhere in WoK/WoR - we know it is not MeLaan because her first departure from Scadrial is after the events of WaT.

If the kandra isn't an agent of Harmony, is that related to Harmony "freeing" the kandra? Or could it be Trell/Autonomy's?

This also happened after WaT - Likely way after Stormlight Archive 10, since it was in Era 4.

We don't know what Trell's "faceless immortals" are - but they are not likely to be Kandra (the race). 

 

Most likely, Since off-Scadrial Trade was happening before the events of The Final Empire - like Axindweth, it is somebody who (presumably) left Scadrial before Rashek was even killed.

I was thinking more along the lines of Bleeder/single-spiked Kandra, although (spoilers for SoS I think):

Bleeder turned out to be Lessie, right? Who was, in turn, a Kandra all along? (MePaan or something.) And under Harmony's influence? She did end up going one-spiked though, and therefore outside Harmony's direct control? So, what if another Kandra did that and went to Roshar?

Yeah, that makes sense. Would they be a rogue Kandra though? Or does "not Harmony's agent" just mean it was in Era 1 (like you said)?

That was what I meant - Harmony releasing the Kandra was "fairly recent" in Tress- which takes place in the Cosmere's fourth Era. So it could happen during Era 3, but that is still far after SA First Arc, which is late Era 1 for Roshar, early Era 2 for Scadrial.

We do not know what it means - other than the implication "Harmony did not give this kandra a reason to leave Scadrial or visit Roshar" - which could mean Harmony does not know, or Harmony knows but the kandra is not working for Harmony (at least not directly). But, we also know that as of WoR, Scadrians like Iyatil were born off-world (she is from Silverlight, even though she is of Malwish descent), so some Scadrians have been living off-planet for at least 1 generation (likely centuries, at least).
