He is still capable of speech, and has some ability to read lips. If that fails, he has people write for him to read what they have to say

It's got to be getting close to the time he leaves. I thought, but the job paid well enough that I didn't care if I had to wait here all night. 

I heard a soft click from behind me. I knew it belonged to an 8e0 pistol. How'd he get one of those? They are only sold topside and are one of the most expensive available. "I didn't get to be boss by being stupid." Said a voice from behind me. "Who hired you?" They asked. "Well, they paid really well, I should probably keep their identity a se-"Who hired you?" They repeated. "Tell me, and I might just let you live." "Biral, sector 15." 

I could feel the amusement in the voice. "That old prick? Why do you work for him?" He asked. "Well, he pays better-"Don't give me that nonsense. Wegul has the most money." He repeated in the same tone. "Why do you work for Biral?" He repeated more forcefully this time. "Because he is more respectable than anyone else! Much better than Slime like you!" 

I could feel his gaze on the back of my head. "That's a shame." He said. Then I heard the weapon in his hand fire. No one heard it, no one saw the body fall off the roof to the street below.

I'm sorry about these rules, but if you are looking for something silly to do, I'm sorry, this isnt the place.

For those of you able to participate, I trust you enough to make your own character sheet and character.

Name: Ning Kang, the Archivist (surname is actually Ning, not Kang)

Description: Grim, vigilante type. After plotting (and succeeding) to murder a high standing / upper class member of the [above city], he fled to the undercity. Now, he dispenses justice to  those he deems unworthy. However, when he executes someone, it is only for the worst crimes. He then attempts to document as much of their lives as he can.

Weapon of choice: some sort of sci-fi Dao (Chinese sword) blade thingamajig

Vigilante Appearance (costume!): A mask over his face, which is smooth and dark black. No eye slit, but it is one sided glass. Wears a dark cloak above light body armor. On the back of the cloak is a yin-yang

Appearance: Looks kinda normal (..sorry for that wonderful description), except for a burn on on side of his face.

So, he’s like

kinda traumatized by his first killing

and so he doesn’t think very normally

But his reasoning is that killing is a monstrosity, though he must do it, and it is only right to preserve as much of them as he can, and he wants people to know that their crimes are not all of them. Because in his opinion, they don’t deserve death, but their death works for the best of everyone.

Sometimes, he would deliver the recordings to the family of his victims.

Think speaker of the dead kind of writing.
