Human Fused in the future [DISCUSS]

I think we have overlooked an aspect of Wind and Truth. It is comparatively easy to make human Fused. Was that a freak discovery and will not be repeated or are we looking at a glimpse of the future where rich people will all pay to be Returned in a way?

Can the process be exported to other worlds? Are people who know how to do this left on Roshar?

I'm curious as to why you think human Fused would be easier to create. 

True, Ishar gives us an example of it, but he can't actually do it with the power of Honor despite being a Bondsmith and Stormlight freely floating around Roshar. Only with the Well of Control and becoming something of an Avatar of Odium did he have the power to do so- which makes me think the process is just too expensive to realistically pull off without some massive Investiture at your disposal.
