How do you think they managed it? Ots probably based the heat generating medallions or some form metal-moving. Anyone with more understanding of physics any ideas?

These planets are in an intergalactic weapons arm race. They need to have a controlled weapon manufaturing industry on their home planet to work, otherwise Roshar or Sel would just have the control over them. Not to mention, it should be possible with unsealed metalminds somehow.

The Scadrians already have to make use of Rosharan Anti-Grav tech for their ships, as per Starling's observations after Dajer's boasting of Scadrian technology being the best in the Cosmere. So being forced to reach out to other sources for tech isn't out of possibility. 1

But scadrians should have gravitations technology based on feruchemical iron. They do have manicles that makes ones body heavier so i see no reason why they not have their own technology.

That not what we see the southerns use all kinds of magic systems that they could have only gotten off world and even in the current time line they use dor so it seem fine with being dependent on other planets 1
