Um...

Shifting into a human form for the first time is partly a matter of concentration; most dragons first learn how to do it at around 1 [dragon years] old. It can be learned sooner if they are specifically taught in different ways. If they have a decent understanding of what humans are and are able to imagine a human that looks like they want to, then they should be able to shift.
