Space age cosmere factions (crack-ish theory)

I was listening to the space age era cosmere episodes of the Shardcast, and they mentioned that the Ghostbloods might have a different goal than protecting Scadrial in that era, and it got me thinking. 
While I think that geopolitics will be simplified, it would be kinda weird for only one nation (like the Malwish, as implied by Sunlit Man) to rule the entirety of Scadrial, there is a very powerful, magical organisation that would absolutely love to be proactive in this regard. Wouldn't it be cool (from a plot point of view) if the Ghostbloods are the Ones Above, and are the dominant Scadrian space force, rather than a nation?

Wait, how is it implied that the Malwish rule over Scadrial? I assumed there would be some sort of alliance or confederation.

The people Nomad encounters immediately ask him if he speaks a civilized language, like Malwish (and no other, like Elendelian or whatever). That, to me, implies at least a lot of cultural hegemony, but it could be less strict than full rule, but the assumption that someone would just speak Malwish means it's probably the external language of Scadrial.

I interpreted this as the scientists' native language was Malwish, not that they took over Scadrial.
