We now know that the Honor Shard has begun to build an independent, sapient mind for itself, as the WoBs have repeatedly alluded to over the years, and that this mind and the unbuilt Cognitive aspects of the other Shards maintain a semi-independent existence apart from the Vessel. The text takes pains to state that the other remaining Shards immediately focused their attention on Retribution upon his creation, but it doesn't specifically state any more detail than that.

Does this imply that the Dor, superheated and Cognitively confined as it is, could have also noticed the creation of Retribution? Is this why Brandon has said that that the sequels to Elantris needed to be written after the completion of the first arc of the Stormlight Archive? Could we potentially see the Dor begin to act independently as a Shard for the first time "on screen"?

If this is true, I could see three "main" factions in the future cosmere. Scadrial, Elantris, and Roshar. Sorry Autonomy.

So, when Odium splintered DnD, he very purposefully put their power into the congestive realm. By doing this, he slowed it's awakening. I do agree with you on this, Retribution is the only threat to the Dor in the cosmere, harmony notwithstanding, so it makes sense it wants to respond to such a grave threat.

Whether it noticed Retribution is up in the air, but the Dor—or perhaps more accurately, Sel itself—does seem to be becoming sapient:

Indeed, I believe that the very landscape itself has become Invested to the point that it has a growing self-awareness, in a way unseen on other planets in the cosmere. I do not know how this happened, or what the ramifications will be.
I’ve begun to wonder if something greater is happening on Sel than we, at the universities of Silverlight, have guessed. Something with origins lost in time. Perhaps the Ire know more, but they are not speaking on the topic, and have repeatedly denied my requests for collaboration.
Brief mention should be given to the entities known as the seons and the skaze, Splinters of self-aware Investiture who have developed humanlike mannerisms. I believe there is a link between them and the puzzle of Sel’s nature.
