he smirks, writes down "You can cause him pain this way. the break will heal within a month if you set it right, and you can do this over and over again. this is often worse than death. unless all you want to do is separate the body from the head, be my guest, but at least make it a spectacle."

"yes, but why have laws? its better to have a central authority who is wise and creates the laws and they change with the ruler? I mean, thats how my monastery works." he looks like he honestly believes this, and cannot understand why thats not the case everywhere else.

March sighed and ran a hand over his face, "He just MURDERED our 'CENTREL AUTHORITY', as you put it. So I'm going to kill him, because that's what Father would have wanted. This is not complicated!"

Arke froze, stared at june, looked at March, chuckles a little bit, then notes "well then, go ahead." and steps back. he cant argue with that logic. however, he does pat June on the head before rolling his eyes and walking off.

but then promptly turns around and puts himself in front of June again, looks up at March, and writes down "But now that central authority is dead, and you havent obtained a new one"

March glanced at everyone, "I'll get it done with then."

February nodded, "Yes, best to do it first."

March turned to approach June and July, who were still standing near the doors, blocked by soldiers. July looked like he was in a bit of a daze, and June was still gripping his arm.

Less then gently, March grabbed July and pushed him towards February, ripping him out of June's grip. He let February pull him away from the doors, he still seemed shaken up.

"What are you doing?!" June asked, "Don't hurt him."

"We're not going to hurt him June," February explained, hands still on June, "He's not that one who committed murder."

June paled. He really had no way out of this.

March raised his already drawn sword.

"W-wait you can't do anything to me without challenging me to a duel first! Remember the contract?"

"I think the murder of my Father is challenge enough," March said with a cold gleam in his eyes. 

February didn't contest him.

"Wait-!" she started.

Then proceeded to disbelievingly watch the ensuing insanity.

June killed the emperor because he just agreed to send July away for long time and he really really can't handle that.

Plus the fact that the emperor is kind of the source of all of his problems . . . sending July away was the final straw, really.

She brought her knees to her chest. (Even if he couldn’t see her move, he could hear the motion, as it was otherwise silent.)

I do, but the way she sees it is he is her superior. Until otherwise told, she will see the situation as “January is my master now, and September is his heir. I won’t speak to either unless spoken to”

We could say he hears her breathing quickly and asks if she’s alright

I understand that, and saw it in your other post, hooooooowever . . . . 

he doesn't really have a reason to talk to her, unless you can think of something. This is an opportunity for your character to do something, and if she does nothing that's fine, but getting him to change sides is something she has to instigate. Is this really not a chance she would take? Even if it risked getting in trouble with Jan?

September's not going to hand this to her, is what I'm trying to say.
