As far as we know all the Heralds may be foreigns on Roshar (well if we may call someone "foreign" in a planet where all the human's life may be imported)

 

Sorry, more specifically some of the Heralds may not be of the same human "stock" as the rest of Roshar; i.e. some of the Heralds may be from worlds where no Rosharan human's ancestors are from; possibly from other Cosmere worlds like Nalthis, Scardial, Sel etc.

Maybe they're from Braize? It'd tie nicely with the RAFO on whether they're from Roshar, and not include too much of Cosmere-wide stuff into one of the main aspects of the story.

Regarding what was said about most-likely-Shallash's potential use of emotional Allomancy, I'd frankly put more stock with Heralds being naturally more charismatic... positively radiant, you may say (*badum-tish!* :unsure:)... to help them do their job. If you create a group of people who you want to lead mankind, it's probably better to give them some ability to attract people to them, so that they'd be more likely to follow them.
