We see him as the beggar in black at the wedding and be briefly speak to the bride and groom of two powerful houses. But why? Hoid seems to speak and associate himself with the movers and shakers of things. In previous Mistborn books he is talking to Kelsier, Vin, and Elend. IN Way of Kings he associates himself with the king and with the Worldsingers (who seem to be an important group) In Elantris and Warbreaker he directly involves himself with the main characters. In Allow of Law he ignores Wax and Wayne and instead talks to the bride and groom. Why? I think that this was one of the more overlooked events in the book, and that one of the major points of writing this book was for that scene.

I'm pretty sure that Brandon has said that Hoid was there purely for the cameo, but I don't remember where he said this, so I might be wrong. EDIT: Here it is. And I'm not sure if this has been covered or not before, but Brandon did confirm to us that Hoids appearance as a beggar at the wedding was purely as a cameo, and he wasn't doing anything of huge importance to the Cosmere at that time. He just felt that he had best include him, lest people go crazy trying to find him in the book! Edited December 23, 2011 by Sir Read-a-Lot

Atium is due to start being made again any day during the Alloy of Law, assuming that Sazed didn't shut them down. And even if Harmony did shut them down, maybe Hoid just wanted to check.
