“The Kkhlei is run by four guilds. The Agrarian Guild, the Merchant’s Guild, the Creatives’ Guild, and the Mage’s Guild. The latter controls all production of gemstones. You either have to be born into it or pass a test to get one.”

"They could have been alerted by the curse. And those weapons have existed for a while. They're difficult to create and maintain, but they are useful for certain other things and it's not unreasonable that there'd be one available."
