Better to give it to some lowly soldiers whose minds are already pretty tainted by whores, gambling, drink and boredom. This way, the KR are still on call if they are really needed, against Odium's Shard-filled army of gamblers, cheaters and drunkards. See? /patronizing rubbish But I like the point about the Cognitive aspect tie.
