Contradiction in the Alloy of Law?

So ive been re reading era 2 mistborn so i can read the lost metal and 

Early on in the book it says this

"Coinshots like himself are relatively rare" 

And then later on it says this-

"He was used to dealing with coinshots- they were one of the most common types of allomancer, particularly among criminals" 

 

Dont know if this has been pointed out before  

So are they rare or common? 

(Edit : huh. Could have sworn i put the first image in a spoiler box)

I think that they are common for Metalborn among criminals, as their powers would be useful for those sorts of enterprises, so more Coinshots would be willing to try their luck as outlaws.

They are rare in that not many people are Coinshots compared to the total population, but they are obviously common enough that people still see them on a regular basis, especially since many of their jobs involve Steeljumping around the city.

All mistings are rare, sitting at about 1 in 1000 according to BoM(Page 190).

So Coinshots are rare in the population, but common among Mistings.
