He's come back from the dead due to being a Sliver of Preservation and presumably stapling his soul onto a body of some kind with Hemalurgy. He's also stuck on Scadrial due to how Cognitive Shadows work, though he is trying to find a way around this.

I don't think he is because (Stormlight spoiler) Spoiler I'm pretty sure he is Thaidakar, the leader of the Ghostbloods, and while they are an interplanetary organization, they might not want Kelsier as their leader if he can't leave Scadrial He might be though, I don't understand as much about the cosmere as I would like to, so you could definitely be right.
