Kohlberg's Stages of Moral Development and the Heralds

So I was just thinking that Nale's madness effectively limits him to the fourth stage of Kohlberg's stages of moral development. The stage is basically that a person has loyalty to law and order, and that is how they determine the difference between right and wrong. He follows the letter of the law, and not the spirit. Are there other parallels to the other heralds, or other interesting things about the madness they have?
