I would think that stormlight is consumed in the same sense that water powering a waterwheel is consumed, it’s moved from one power level to a lower one. If it’s not then one could just hold gems close to a damaged shardplate to recharge it but I doubt that would work. Actually the medium containing energy is never really consumed no matter if it’s chemical, mechanical or whatever, it’s just transferred to a lower energy level.
