    That is likely a IoTE spoilers, plus we don’t know where to put that in the timeline. Hoid is unlikely to take up a shard. He had an opportunity at the Shattering, but turned it down. He is also incapable of hurting people because he once held the Dawnshard Exist. I don’t know how his situation would change as a vessel.

    The number of Breaths for a Heightening can vary based on the strength of the Breaths. Does the health of the holder affect the amount of investiture? Or something else? Is there an average amount of Invesisture per Breath and the variability is negligible?

    You said that Truthwatchers could be used as strategists, but can their order truly determine their role? Anyone can be a good general, and I doubt any specific surges would help. Perhaps to solve the Shard smiting issue, or as intel gathering. Knowing when a first strike will take place can prevent a disaster.
