Could this Stormfaker be Ishar but as a sliver of Honor? Tanavast trying to hedge his bets. He knows Odium would try and find a way around the Oathpact keeping him on Braize, hense the Stormfather granting people visions. Maybe he gave Ishar just enough of his Investiture to be able to give people visions in an attempt to unite Roshar against Odium returning again. Ishar seeds these visions to whomever he believed is the most influential person on Roshar, and gives them the visions Tanavast created. Then the Heralds went crazy. According to the Heralds, it seems maybe Isharlasted longer than the rest, but clearly, at the point we see him, most of his sanity is gone. What started as, "Honor gave me this ability to try and lead others" turned into "I am Tezim, first man, aspect of the Almighty. I alone prepare for the end of worlds." I'm thinking he's right in some way, an imortalt Herald and a sliver of Honor left to warn men. I don't think anyone expect the Heralds to lose their minds in the way they have. Who would Honor trust more than the creator of the Oathpact and "A man of seemingly crazed ideas that worked"

We don't know when Honor truly died, right? We've seen that the "natural" death of a shard takes quite a long time. I wonder if this could be Tanavast himself "dead" in the same way Fuzz, or Preservation was dead and still trying to achieve his goals mindlessly. Honor was said to be angry and possibly vindictive towards the end and that seems similar to what we see here.

I agree with this idea a lot, but I don't think it's Ishar, I think it's Odium. The shimmering light in the shape of a person talking to Gavilar sounds a whole lot like the figure Vin kept seeing when Preservation and then Ruin were showing themselves to her. I think the Stormfather shows a vision, then Odium steps in without alerting the Stormfather and is like "Who, get a load of that, let me explain it to you." I just don't know how much reach he has from Braize at the point, maybe this is as much reach as he has? Similar to Ruin only being able to touch Scadrial in pulses?
