The ancient woman popped a bubble of gum, then propped her chin on her knuckles. "You looking for someone, sweetheart?"

The great doors swung wide, as several students exited the building, chatting. One of them flexed their arm, and sparks of light danced on their fingertips. Excitedly, they chattered about how she'd never known just how powerful she was, and one of the boys wrapped an arm around her and laughed, talking about lunch. It was conspicuously normal for a madman's training grounds.

Vespyr's work to the city's heiarchy was minimal. He gave leaders in the government the option to swear an oath of fealty and to promise to obey him and protect, serve, and defend the people, or to step down and retire from politics with their savings. Any future corruption or embezzlement would immediately be punished by death, but former manipulation of the system, Vespyr declared, was not something he would police or punish unless it effected the future of the city. Many of those known in the underworld for skeevy or distasteful legislative business accepted the offer, but others remained. Others who had faith, either that their morals and desire to help the people was secure. Others stayed because they were sure they could safely continue. Those, he knew, would be routed out in the future by their followers and critics. The school was taking shape when the first recruits began to arrive. He didn't ask them where they came from, or why they wanted to help. Some were broken individuals, hurt and scarred by their lives. Others were loudspoken, passionate individuals. Old men came. Teenagers. Young adults. They were all the same to him. They all had passion, and a healthy dose of concern for their families, friends, and humanity. Hopefully, this would work. It would have to.

News channels in storefronts suddenly shifted. Devices pinged in an urgent, demanding manner. The devices flicked from channel to channel, as if trying to cover multiple broadcasts from multiple stations, all flooding every electronic with warnings. "Serena, one of the largest cities, has fallen in a single day to an unknown entity destroyed an entire building and detained-" "The scarred, deformed figure claims that humanity needs to rise up in some great defense against an unknown, godlike enemy. This insane ranting-" "Serena is now being called "The City of Windsong" by residents who have taken shelter and avoided fleeing. The person who has taken the city seems able to sense through the air, and the keening sound is, unmistakably, musical." "We are waiting on the decisions of other leaders for a verdict on how this threat will be handled. For now, the person seems to be an insanely powerful individual, as they singlehandedly confronted and disabled wave after wave of the local policing unit." "The person has somehow avoided killing a single person; we will have to wait to see how long this tentative peace will last. He claims to be recruiting to train prospective apprentices in fighting this mysterious-" "They are insisting on accepting any and all who want to fight against this unknown evil that they only refer to as "The Queen." If this threat is real, if this... monster that pretends to be a man is telling the truth, then we should be very afraid, because this Queen must be much more dangerous than this madman." People in the street around Janice, Cadenza, and Aryanna were frozen in shock, staring up at the projected screens or down at their private devices. The transmission shut off relatively quickly, but not before a video of Vespyr was shown, standing at the heart of a sunken building. The man was... moving the earth, shaping it, creating a new constructed building. Large. Some might mistake it for a throne room. To Vespyr, it was his new school. He just needed to wait for students. In the distance, the same transmission interrupted all sorts of proceedings, like... court room trials, for example, or random people who had vanished off into the woods to train solo.

Vespyr sighed, then started walking toward the city. The first thing to do would be to seize power. That would mean taking out the headquarters of their policing force at some point. Initially, though, he would need to be seen. First, then, the broadcasting tower. He would ensure the city saw his claim to their city. And the resistance that followed would be public knowledge. Once he had the power of control, he could arrange for an institution that would train people to combat the Queen's qhoral slaves and servants, with the goal of public defense and offense. Thus, he let the Sparrow tag along at a distance. He didn't want the man getting caught up with the association of his crimes. The city itself fell quickly, silently. Initially, there was public outcry and mockery. Some scarred blind man, after all, had appeared on the device of every person using the emergency broadcasting system. More ridiculous, the scarred freak had claimed to own the city, then made some grandiose, yet short, speech about the necessity of unity in the face of danger. He'd explained some unbelievably powerful force of danger called "The Queen" and seemed to be paranoid and eccentric. No one had really taken him seriously, of course, until the first units of the policing force were suspended in the air, dozens of floors above the pavement, screaming and begging for their lives. No one had been hurt, miraculously, aside from bruised egos. An officer had been shot in the arm, but that was mostly due to the protective field of air that ricocheted his ally's bullet into him. There was, of course, an adequate display of power. Once the building had been evacuated, it... sank into the ground. All 30 floors just sank down into the crust of the earth. Vespyr had received formal control of the city by the end of the day. He made his announcement in the dying twilight. "I must start an academy to train your promising military, cadets, and volunteers in the defense of your land. If we do not, she will destroy you all. I apologize for the inconvenience." He hadn't expected so many to flee the city.

Vespyr rode out on the tides. It was a less-exhausting form of travel, moving with the flow of water. It was so much energy, to use, consume, twist, reuse. The ocean was powerful, and when Vespyr rode it, he was a deity of the currents, diving between moments, tides, slicing along and around streams and riptides. He was fantastic on the ocean. He had dismissed himself from the Queen's service and, against all odds, survived. Defiance was effective. Defiance worked. And Vespyr? Vespyr was a knife of the Queen's own making. He was being hunted, just like Janice, except not for petty reasons. Vespyr was, he had realized, dangerous. Not merely to people, but to the Queen herself. Never once in his lifetime had a single envoy of ships arrived at its destination to destroy her, and that was due to Vespyr himself. Vespyr had been a shield. Vespyr was a knife. Vespyr was a tool. And now, he controlled himself. He tried to be careful of the bird in the rowboat, the diminutive pacifist who had offered to come along. It was with some small disdain that Vespyr knew he would be condemned and hated by the man for his next actions. Vespyr could never share the man's convictions of peaceful help and assistance. It felt far, far too foolhardy. His philosophy was what calm, gentle souls tried to explain to their killers. The only effective defense for the remnants of humanity came through strength. He stopped at the beach, then mentally checked the map he'd studied. In the distance, the lights of a grand, powerful city loomed overhead. The creature, barely a man, turned to Sparrow, solemnly bowing its head. "You will not wish to travel further with me, I believe. I apologize for the inconvenience, but I will only be a burden to your mind and conscience from this point forward." @Fallapede

It wasn't something that had been done for a reason, to subdue a prisoner; it had simply been neglect. Yes. She could use this. Still, she waited to see Edgeworth's analysis.

Vespyr stared blankly at the man, shocked at the sheer audacity. Gardening... gardening?? “I must be going,” he found himself saying. “I do not share what you believe. The world is not impacted greatly by small, random acts of generosity.” He hesitated, realizing that he must be seen as a wretched person, to so quickly dismiss Sparrow. “I know the teeth that close around the world’s throat. I would rather combat the Queen than wait for opportunity to meet me.”

The creature stood still, staring into the sky blindly. "There was little choice about any of the killings... but I doubt you are one who would accept an explanation such as that. Yes. I chose to kill. I have killed more people than I can remember. I have always felt nothing. I was a tool, not a voice. But... I have begun to feel again. I feel wrong. I feel as if someone had rammed a knife into my chest and slashed it in curls around my organs. I feel sick, as though I am falling and the wind is not there. I feel... helpless."

Vespyr gave him a skeptical look, which was impressive, seeing as Vespyr didn't have many features remaining with which to emote at all. "People will fight you, no matter what other options you supply," he said, remembering countless vessels that had challenged him and refused to flee, even in the face of a massacre. "Death is something they believe will never come to them. Men die with surprise in their eyes, as though, even by walking into the blade, they never expected it to pierce. When others have such callous disregard of their safety, they will always force me to kill them before agreeing to peace." Vespyr remembered Lloyd, the boy he had launched through the forest. He remembered the fighting, the hatred. People... were fools. They were fools who reveled in battle, worshipping it even as they mourned. Their passion destroyed them. And he was just the tool of that destruction, not a voice.

There should be something more..." He turned his head to the sky, the vision of the brother fading away from him. It had been a beautiful gift, momentary and sweet.

Vespyr felt a sudden prickle on the back of his neck, and he felt a severe disturbance of his soul, as if millions of voices had cried out in terror and were suddenly silenced. "That girl had better know what she's doing," he hissed to himself. If he had to save her again in a bath of deaths, he would be very cross. At least he would get to say that he told her so.

Vespyr froze, stunned as if he'd been slapped, then swayed uncertainly, turning. He didn't see anything new, then suddenly realize that he was viewing the world through the Brother's eyes. If the link was two way, Sparrow might find his eyes welling up with tears from the sudden, bright light. The colors... he had missed them the most. There had never been vibrant colors in all his years of captivity, and in freedom, he hadn't had eyes to appreciate them. He saw the green of the trees, the grass up close for the first time, the open fields and air. It was... like breathing again after drowning, painful and beautiful. He saw himself, a scarred monster draped in gray, imposing and... frightening. He hated it.
