I wonder if the shades in silence come from allover the cosmere rather than just the one world?

If worldhopping by shardpools is possible then I wonder if one can only travel to another world via Shadesmar after having visited that world via shardpool? It could be a reason Hoid spent time looking for them, especially if each shardpool only connects to one or two other worlds.
