What about the map where Nazh annotates Shallan's landing spot? I remember there were glyphs at the top and bottom. Could those somehow be part of the key?

Guess my previous suggestion is out. Looking at the digit frequencies, combined with 0 always following 1, I can't shake off the sense that this has something to do with two-digit numbers, with lots in the 10's (and maybe 20's) 1 - 66 2 - 20 5 - 17 4 - 15 0 - 13 3 - 7 7 - 6 9 - 6 6 - 2 8 - 2
