    Having said that, I've just read through it again and now i'm not so sure. Maybe he's just talking about the differing difficulties of spotting the two unrelated hints.

    thats what I thought at first, but he says there are 'HINTS', plural, for how Hoid gets between worlds, and he then goes on to mention two separate hints. Surely they are connected

    From this WoB, it would seem that the hint in the map is something to do with travel between worlds through Shadesmar. Though I dont see how that relates to the hurricane idea.
