Who and when was Rhythmn of War actually wrote?

I'm not sure if it was mentioned or implied 

 

I understood it was a text book created for some scholar trying to experiment voidlight and Stormlight interactions 

This book was likely not written by a Fused, but referenced El as an ancient scholar, who is a Fused. All Fused were trapped in Beaize after the Last Desolation

So I guess it was somewhere before the last desolation, when the Fused still coming to Roshar and worked alongside common singers living Roshar

I still have no idea who written this though

It’s the research journal Navani and Raboniel create together during the tower occupation. It was written by both Navani and Raboniel writing notes for themselves and each other. They discovered the Rhythm of War (Odium + Honor) together and then discovered how to kill “gods”. 

Raboniel would know El and must have mentioned him in one of her entries. Navani doesn’t know who El is so she must have written the entry asking who he is.

I believe we saw notes or writing written by EL in the end of the book, separate from Rhythm of War written by Navani.
