does it do anything? if so, what are the possibilities of it?

It's for code html unless I'm mistaken(Not unlikly)

I don't know if non-staff can use it or if it does anything

It's for html, and might be for other code as well. Normal members are able to use it, if you know how.

It basically just allows you to place bbcode or html without being rendered as rich text. That's all.
