Something occurred to me the moment, in chapter 13, Shallan pointed out she got a letter from Sja-anat. Namely, Sja-anat can somehow send letters - dictated letters - and also Sja-anat LOVES spren. So much so she decided to become their mother and corrupt them.

 

Sja-anat loved spren, and can write. Somehow. Could she be the one who resents humans making use of them and demands Navani stops making fabrials, to stop trapping her "children" and forcing them to serve instead of being free to do what she corrupted them to do?

Could Sja-anat be Navani's opponent?

I was trying to figure out a way for another spren besides the knight's radiant spren to have wrote the letter but couldn't think of a good one like this. It didn't feel right for Nightwatcher and the sibling isn't doing so well, plus if the sibling is Urithiru then it would be a bit weird for them to hate fabriels. 

Sja-anat does seem to have some influence in the world through her spren,  she could also be more likely given with her spren she could gain information better across the world to know of Navani and potentially use her spren to sneak the spanread on board, which would be hard for some of non-sleepless characters, given the hoard of windrunners flying around.

I like this theory, plus it could make a very interesting dynamic between Shallan, Navani and Sja-anat.

Addendum to the theory: if Sja-anat is the opponent, then perhaps her method of "writing" is via the corruption of flamespren. If the spren she has corrupted are connected to her, and the spren in the gem Navani found is one of hers, she might be able to remotely apply force to it ... which could also have implications on Glys ... and if she joins the Ghostbloods ....

It's been pretty clear that Sja-anat can control at least lesser spren that she's corrupted. We saw this in Oathbringer.  What disturbs me most is the implication that she has agents in the Physical Realm doing things for her, or even worse: she can get inside people's heads and directly control them.  "Taker of Secrets" does kind of suggest she may have the power to manipulate the mind, but we simply just don't know everything she (and the other Unmade) can do.

I do like the idea that Sja-anat is Navani's opponent for this book, though.  We haven't really seen the Unmade "rampaging" yet, only gotten hints, and that exchange with Navani was pretty hostile.
