We don't have confirmation from Brandon yet, I believe, but the Lightspren or Reachers, as they call themselves, were confirmed to be Radiant spren by Captain Ico in Oathbringer, his father is a deadeye, one of the spren killed in the Recreance. Timbre could be Captain Ico's daughter, whom he mentions as "chasing foolish dreams" 2
