  I posted this on reddit a while back and wanted to run this idea by you guys. Ill try to keep it brief and will elaborate if anyone ask questions. 

 Everything bases around Tanavasts shadow not exactly merging with the stormfather when honor was shattered. He's using the stormfather as a coppercloud/hiding place. Using the smallest nudges on Dalinar through the stormfather. His is the unite them voice/light that dalinar sees that the stormfather claims to not be doing. It also explains why Odium says we killed you. In that unity moment Tanavast revealed himsel, possibly not on purpose but with the realms togther Odium spotted him. Thiis part is my head cannon till more is said in the books. The rest is solid speculations.

 I think its all in the plan. The long game that him and cultivation came up with. Of the 3 I think it was said cultivation had the best future sight. Honor sacrifices himself allows his own defeat. His shadow hides in the stormfather till the right time. He left visions for the bondsmiths to get them on the right path. In the one vision, I'm sorry I dont have the exact quote, the one he tells Dalinar to vex him make him think he can win, get him to agree to a contest of champions. With cultivations help Dalinar did exactly that. Got Odium to agree to the contest. Cultivation took his memory but gave it back in time for him to face Odium call to be his champion. Odium was sure Dalinar would become his even renerin saw it in his visions. So right after Dalinar resist Odium the terms that were laid out in the vision were met. Dalinar pulls the relms together and Odium sees Tanavast. We killed you. It was after that dalinar was always seeing that light almost like he doesnt have to hide anymore To reach even farther he'll use the same method as the heralds to to gain a new body and pick up his shard again in book 5 when Dalinar reforms the honor shard.

I guess it is possible that the unite them and other things are an echo of tanavasts left over after they merged but I feel the stormfather would realize that it was coming from him if this were the case.

I actually think it is Hoid masquerading as Nohadon masquerading as Cultivation masquerading as Honor.

 

But it's a good theory

Good Question! Fortunately, the Stormfather is a little more omnipresent. Normally you’re gonna have to have your spren close, but the Stormfather absorbed... is basically Honor’s Cognitive Shadow, which means he’s got a connection to a lot of different things, so he’s not bound by a lot of the rules that others are.

Stormfather absorbed Tanavast's cognitive shadow after Tanavast died. He's in there somewhere. I agree with the OP that he is the voice saying Unite Them.
