The considerable abilities of the Skybreakers for making such amounted to an almost divine skill, for which no specific Surge or spren grants capacity, but however the order came to such an aptitude, the fact of it was real and acknowledged even by their rivals.

do we know what this is referring to? I can't remember if it was revealed at some point please help.

They studied the law codes of everything, and paid attention to as much as they could with regards to body language and stuff so that they could find out who is guilty or innocent and then dole justice properly.

As Invocation says, they were just good at what they did, and as Radiants people blamed magic when none was involved.
