I would think any Parshendi in spren based form where the spren was a radiant spren would hear them which we haven't seen an example of yet. If it's normal spren I would imagine that doesn't hold true. It might not be true even with radiant spren... I imagine with humans it's a case of - they have a crack in the soul. That crack is filled in part by the radiant spren as they start bonding. That part of the spren that's filling that crack makes them hear the scream because presumably the dead eye is trying to reach that same crack. The spren of the Singer Radiant doesnt reside in the Gemheart the way the Form-granting spren does. I assume this is the difference, since it's presumably not as deep a connection as a Nahel bond, and given that it doesnt reside in the gemheart (and ultimately couldnt and still manifest as a blade) I have to think that such a Radiant still requires the same spiritual cracks. Singer form bonds are not the same, and do not create the same effect. Exactly my point, Im sure why that is, as in both cases the person/singer has entered into symbiosis with a spren. The only thing I can come up with is that if the Form-bonds are with lesser spren and not with the sapient-tier spren involved in all Nahel Bonds.
