The chasmfiends are described as having multiple voices in the beginning (around page 245) of The Way of Kings, specifically 4. Why? Why 4? Why multiple screams at once anyway?

Would it be the structure or maybe the tuning? Humans can form multiple pitches with their vocal chords, and maybe that chasmfiends just can form multiple tunes at the same time that overlap rather than having a different structure.

Im betting it is part of a musical adaptation that lets them better express and interact with The Rhythms.  I once read book series (Blue Adept by Piers Anthony) that had a similar idea for their Unicorns: they were naturally musical cr4eatures with flute-like horns capable of multi-note chords, which they combined with different rhythmic gaits to create music.

So does that means the Parsh have a different vocal setup too?

Different from Humans? Almost certainly.  Different in the sense of multi-note vocal capabilities? Not so far, and I could easily see it varying from Form to Form.
