That is an interesting quote. I assumed that he was talking about consuming Breath - living involves him constantly devouring the Breaths of others. That actually suggests that Vasher DOES NOT use Stormlight, that he just brought a couple thousand Breaths with him as a nice stockpile. Hmmm.

He said "every day", though. If it were Breath, wouldn't he say "every week"? Stormlight would plausibly be required every day. Stormlight leaks, and less of it can be absorbed at one time (simply because of availability), so it would run out faster.

While the Divine Breath is a Splinter, it doesn't seem to be sentient like Seons, Spren, or Type Nightblood Awakened Objects. All those are similar Realmatically, all Cognitive Ideas given life through Investiture, while Divine Breaths don't have, as far as we have seen, that Cognitive aspect. I don't think you could bond with it any more than I could bond to Stormlight.

 

I can't say if a Divine Breath has sentience on it's own. I can only ask, how much of a personality change do Returned have? Because if the change is significant the Returned, due to the nature of the bond between them and the Divine Breath, may have 'absorbed'(?) part of the Breath's personality so that the Returned is a mixture of the two's Cognitive aspect's.

And because the Breath is inside the Returned and not external, as is the case with Surgebinders, they may have actually combined both the Cognitive and Spiritual aspects inside the Physical aspect, the body, of the Returned. Meaning that while the Divine Breath is sentient it is confined, more or less, to the body of the Returned. Making it impossible for them to be separated as evidenced by the Returned dying when the give the Breath away. So it's not that the Divine Breath has no sentience it's that the Returned's sentience is the Divine Breath's sentience.
