The only reason that Elantrians are weakened by distance is because the Aons are directly tied to the land. The Dakhor monks don't seem to have any different powers in Arelon compared to Teod, where they would probably be weaker. The Aon's don't grow weaker the farther you get from Elantris, they get stronger the closer you get to it. I know that sounds like the same thing, but we have to remember that AonDor itself is not geographically fixed. Elantris makes all Aons inside its "bubble" stronger, but once that is discounted, the power of the Aons remains fixed no matter where you are.

I don't remember where that quote happens in the book, what happens in the chapter afterwards, but... crazy magic thing that has the potential to "bind all creatures, voidish or mortals?" And Shards seem to be unusable by other people without their wielder's consent... if Hoid has the Dawnshard, he could be keeping it in the Cognitive realm, and as it would be tuned to him it would be "safe as his skin".

I'd be inclined to believe that if it weren't glowing all evil like. However, that's an interesting idea... and if the Parshendi are Voidbringers, might explain where he got it.
