Kelsier second era

In the epilogue of the Band of Mourning it mentions that the man who saved the civilization in the south had scars on his arm like Kelsier and he tells them to survive which is what the religion based upon him teaches. So this brought two questions to me.

1. Is that man Kelsier?

2. If that is Kelsier how was he able to help those people survive because he did die before the Carecendre?
