They aren't natural Feruchemists, but given a medallion, there's no reason I can think of that prevents them from using them. They have mass/weight, and so forth like everyone else.

Related to this, we have WoB that a kandra can gain powers via hemalurgy the same as anyone else and that they can burn lerasium to become allomancers.

We saw evidence of this in Shadows of Self, since Paalm was able to gain various allomantic and feruchemical powers via hemalurgy.

By extension, a kandra can gain powers through the Southern Scadrian medallions just like a human.
