The incredibles plot is essentially the villain creating technology that can emulate the powers of superheroes, he plans to kill of the heroes and give powers to the general public. "When everyone's super, no one is!" 

I could see similar happening in Scadrial. Mass production of medallions or spikes. BIG chull misting killing robot.
