My bet would be the Black Fisher, for the same reason as OP suggested. What grabbed the Davar house was more of a deep, general sorrow. Not really like Ashertmarn or Nergaoul. The biggest problem with it being the BF is that I doubt Odium sent him just to ruin Shallans family life. He has to have some other task nearby as well.

This is not certain. Mraize knows of her will to defect, and Shallan didn't tell him. So she must have spoken to someone else.

RE: Bolded.  Yeah I was unclear about that.  I meant of the main characters.  How Mraize could possibly know some of the things he does, though, is a question whose answer I'm curious to see.  I've been wondering if the Ghostbloods have access to Fortune or a form of precognition, to get the information that they do.  A spy network just can't fully report on some of these topics, even the esoteric ones such as the Unmade and their actions, and it's very clear that Thaidakar and the Ghostbloods have a strong interest in magic in general.  I wouldn't be surprised if they steal the gemstone containing Nergaoul so they can try to gain access to Voidbinding with it, for example.

Do I think Sja-anat potentially made contact with the Ghostbloods, directly or indirectly?  Yeah, I think so.  I was just trying to say that of our protagonist Radiants, only Shallan has any direct exposure to Sja-anat, and is specifically being watched by that particular Unmade.

If indeed Shallan's mother was a skybreaker(how do some know that anyway) then Odium could have the Black Fisher spying on skybreakers to see that they really do kill off his enemies.

I believe that there is confirmation from Brandon that Shallans mother (we need a name for her btw) was affiliated with the Skybreakers in some form. Don't remember if it's Mraizes letter from OB or a WoB though. 

Having the Black Fisher spying would imply that Odium is behind the Skybreaker murder-spree in the first place. I don't know wether I believe in that or not.

It was both Mraize's letter and WoB, but primarily the former (see below).  The 'friend' Shallan's mother brought to confront Shallan's father was the one who was part of the Skybreakers.
