Straff. Sadeas did a couple of good/brave/selfless things that we know of, and was a good friend once. He risked his life in a brave attempt to save Gavilar from Szeth. 

Straff hasn't done anything like that. He wouldn't either. He would defenitely be willing to commit the same kinds of crimes as Sadeas though.

So Sadeas > Straff

Strafe Venture is the villain that I love to hate. Sadeas, meh, but Straff? I find him totally, utterly, and purely disgusting.

I concur Staff doesn’t do anything good or redeemable.  He’s just nasty all the time and willing to do a whole lot more than he actually does.  Also Sadeas makes me laugh a few times, which makes me like him more. (“‘I don’t where he gets it?’ Indeed.”  One of Sadeas’ best lines.)  Sadeas is more competent, but Staff is more evil.

Straff. Sadeas did something disgusting at the end of tWoK, but given the Alethi war culture...you can kind of see why he thought his actions were warranted. Straff was just vile all around.

I can see Sadeas as a terrible product of his culture. And he did care about certain people at particular times. Straff however, even by Final Empire nobility standards, was a scumbag. The fact that he was barely in Mistborn and is so hated, shows just how bad this character is.
