Like Bridge Four shouldn't Adolin start manifesting radiant powers from being around Shallan so much?

Not if he's already taking the steps towards a different order.  I'm looking at you Maya

Only if he thinks of himself as her squire, and she thinks of him as one too.  Just being around a radiant isn't enough to become a squire.  There has to be Intent and Connection, and maybe Identity.
