Would Rayse call Rashek ascended after he used the Well ?

Short answer is yes.  He was a sliver and could have continued after physical death as a cognitive shadow, so I think it is safe to assume that he was ascended.  They do call it the well of ascension after all.

I don't think Rayse would call him "Ascended". He'd be more likely to call him "Appetiser".

If what we saw from Dalinar is considered ascension, then Rashek did without question. He held enough power at once to alter a world's ecology, orbit, and geological structure. He turned an entire race of people into a completely different life form. 

Dalinar's perpendicularity trick was nothing in comparison.
