Dalinar , according to Rayse/Odium has Ascended. I guess he Ascended briefly like the Lord Ruler? But ... how? Honor has been Splintered already.

Dalinar, similar to TLR, probably Ascended to become a Sliver, not a full Shard.  He holds a large chunk of Honor's power, spiced with some Cultivation and Odium, but far from the entirety of the Shard.

The requirement for Ascending and thus becoming a Sliver is not limited to someone who holds the entire power of a shard, just a large part.

Dalinar is bonded to the Stormfather, who is at least the Cognitive Shadow of Honor's shardholder, and also a splinter of Honor (as I believe all spren are). Preservation, at the time the Lord Ruler took up his power, had also split up his power, since every human born on Scadrial holds a bit of Preservation. However, the Well of Ascension probably held a larger percentage of power than Dalinar did during the finale, which is why we don't see Dalinar shove Roshar around, and completely rearrange the face of the planet (this might also be because Dalinar is not as rash as the Lord Ruler was.)

Partially because it's still a subject of discussion/disagreement, but mostly, there are a lot of pages that need updating in the wake of Oathbringer, so there'll be incomplete pages for a while.
