When Raoden falls into the pool in elantris he hears a voice. If the two shards on Sel are shattered than who is the voice he's hearing?

I think that the voice was the pool itself. 

Devotion and Dominion are splintered, but a Shardpool would have been a direct manifestation of a Shard. If it remained (and it obviously did) after the splintering, then it would remain the shardpool of the Shard to which it was formed by. So even though the Shard is no more, it's still Devotions shardpool. 

Investiture strives towards sentience, and the liquid form of investiture is the most highly concentrated. So whether that voice is some remnant of Aona (like a Cognitive Shadow) or an imprint of her personality on the investiture she held, or a new intelligence developing with the pool itself... 

I think the voice was Aona's voice, and the pool itself was the source.
