At some point in the books, it says that allomantic snapping can be caused by intense emotion, but it doesn't need to be a bad one, like someone could snap from joy. Why not get emotional allomancers to snap people, easily and painlessly.

Probably wouldn't have worked without Durlaumin in Kelsier's time, but in the modern era?

It depends on how low Sazed made the threshold when he changed it.
Edit: In the past, someone brought up how they never mention snapping in Era 2 as an idea that it was gone, so... perhaps it is low enough to easily happen without much manipulation since Sazed couldn't get rid of it entirely

Given how snapping isn't really discussed and we know Sazed did something to it, perhaps the threshold is now so low that very little outside intervention is needed. And if it's still possible to have Allomancy sDNA but not snap just by going about your daily life, there might be something like a Rioting parlor (the Soothing equivalent is mentioned in SoS) where someone carefully Riots various emotions to try and get you to snap. No doubt there's some law on the books in Elendel about supervision and licensing to prevent abuse. I suspect careful emotional allomancy could indeed snap someone in Era 2.
