Eshonai is talking about these new rhythms that came when she assumed Stormform, which seems to be the result of a bond with Odium/Unmade/voidspren.  Does this quote sound familiar to anything else in the cosmere?

The Skaze have a large amount of influence on most politics and most working in Fjordell.

We know Odium was on Sel at one point and the Skaze seem to behave in an evil, influential way in their advisement of the Fjordell Empire, similar to these "new" rhythms Eshonai experiences on Roshar.

Not quite.

Odium did not leave his power behind, one should note. He left several other powers which are now, to a large extent, mindless...

Secondly, The Skaze are pretty much splinters of Dominion.

So Odium is only involved insofar as allowing them to come into being by killing Dominion. I will say that if the voices are related to the Unmade in some way, then the "voices" could just be the touch of Splinters on things, just as you can hear Spren/Seons talk. It could still be an intriguing connection, but maybe not to the extent you are thinking.
