I think that is more evidence that Mraize and/or Iyatil (sp?) is a worldhopper interested in magic systems (I.e. like Hoid) than that Hoid is a Ghostblood. We have no evidence that any of the other Ghostbloods are interested in those things.

I don't think Hoid would be above using the Ghostbloods to meet his own ends, but being actual full member seems doubtful. Or it could be a possibility that he was the one that pulled the strings to found the Ghostbloods, but I also find this doubtful.

Don't buy it. Hoid is his own person, and his own 'side' in cosmere politics. 

Could he have founded the ghostbloods and then left? Yes. 

Could he have inspired them? Yes. 

Could they be mimicking or emulating him? Yes. 

 

But is he a current, active member? I doubt it. (Note his lack of friends/assistants, for one thing. Also no tattoo as far as we can tell).
