After finishing Bands of Mourning and learning about the masked people in Southern Scadrial, they seem to very clearly link to Iyatil in Words of Radiance.

 

She even says "I have often asked myself why those of you here go about so brazenly with features exposed to all who would see them".

 

In BoM, Alik Neverfar calls Marasi a "Maskless barbarian" as well.

 

Coincidence? I think not.

 

 

Edit: Apparently autocorrect turns Maskless into Massless.

Yes, it seems that she is one of the Hunters (is that the right name?), since her face has grown into her mask like theirs reportedly do.

I wonder if the Hunters in general are from another planet? There's a WoB which states that Iyatil is "from" a planet, but that's not where she's "originally" from.

She has lived on 3 worlds as stated in a WOB, and there's a drawing in one of the Wax books that looks like a Hunter.

This would seem the rational conclusion.  The only way this could be confirmed harder is if the book said "...and we used to have a lady here named Iyatil."

 

This is really hard to talk about without mentioning bands of mourning material.  Even your OP gives away the existence of certain people appearing in the book, so this should probably get moved out of cosmere theories for now.
