I still think shards themselves are not power. Its mearly access to the spirit realm/investure.

The bigger the splinter the more access you have. Like a door way. Its open a little for Mistborn/Knights radiants and the like. But its open all the way for shards and with uncle andy his access/doorway is super massive.

Allomancy does that, as its usage always means that a person will not personally change themselves at any given point. On the other hand, feruchemy does, because its usage always requires the direct change of someone's attributes.

HoA also talks about this, describing a Shard's power as the "body of a God." The mind and "soul" are presumably some combination of the Vessel and the Intent.
