Scribbler is not in a great place right now so some conversation with someone she doesn't want to murder would probably be a good idea.

Winter Cloud is leaving the Shard for a six-month hiatus, and her characters here are to become non-killable NPCs until her return. Would anyone in particular like to adopt them? Also, what is the extent of Mistwraith's ability? Is she essentially like Nightwielder but with mist, like I've been assuming?

She just needs to clear the other Epics who need to be cleared, so by the time Scribbler is up, Autumn should be free.

Red already spends most of her time around my characters, so I could take care of her and at least for the fight the ones of us involved in the Astoria column scene are kind of sharing her between us. More or less, it seems. Although, loooking at her profile again, she's apparently limited by the amount of water that's in the air, so enough heat/fire should be able to overwhelm her for good. Plus, being made out of mist means she can't walk through solid walls and stormcage should do a good job of keeping her contained. Edited November 24, 2015 by Edgedancer

But only when he's dreaming. 1

Question about the Dalles police: I'm assuming they do not use their police sirens except when ordered to. Do they know the reason why?

Do they know the reason why? Their vehicles do not come equipped with police sirens. (Arsenal is the one who supplies all the equipment.) There aren't many civilian cars on the road and what few there are are required to always give way to City Guard vehicles. The sirens aren't actually necessary, and the official story is that Arsenal got rid of them because of noise complaints.
